    As stated in the comments above, there are 2 ways to create a Facebook Page. One is by clicking the link in the comment and another is to use the search engine. But my question is what kind of page are you going to create and for what purpose? I am asking this question because I know of some people who just create a page and post something. The page is active for a week and after that, he loses interest and just let the page die naturally. If your intended Facebook page will be like that then you may just be wasting your time.

    Just look for the tab that says "Create Page", and then follow the prompts, don't worry its easy, it has a walkthrough. After you've setup your Facebook Page you can then build a Facebook Group to support your page.
