You put them in your sites content in the HTML depending on which ones you want to use to separate the content into different parts or chunks and to let people know which part of the content is the most important and which is near the end of the content. So the h1 tag would go at the top as it declares the title of your content, then you'd use an h2 tag perhaps after the opening summary of the article or for a new paragraph or part of your article. Then an h3 or h4 tag for smaller parts of it later down in the same content. You can set the size and style of h tags using CSS. If you don't they may be set already and this can not look right on all sites depending on if an h tag CSS rule has been specified or not. So you should use them for those purposes but you should apply the right style and size of them with a CSS rule. However if you're not comfortable doing that then you could always hire a coder or hire a freelancer who will be able to assist you with making sure your sites h tags are the right size for your site and content and apply any styling as necessary in the CSS.
