Facebook does not allow accounts that don't represent a real person (fake accounts). This is clearly stated in their TOS.

To report a Facebook page for being fake.

Visit the timeline that you believe is fake
Click the Report/Block
Follow the on-screen directions to file a report

I'm guessing a fake Facebook account would be one that is a secondary account to a main Facebook account, such as one used for spamming links in Groups. I think there could be a lot of reasons for someone having more than one Facebook account though, not just spamming.

facebook can not tell that which account is fake but you can amazine that via daily posts,updates.you can check that and can guess.
