    High PR means high page rank
    As we all knows Google love quality back link and if some sites are HIGH PR sites than definitely that sites are quality site in google eyes so if we submit under that categories directory than we will definitely get quality backlinks.

    If you do submission on high PR and relevant directory in your category and generate back links, there are chances to increase link visibility and site PR on next PR update by SE. Search engine gives priority on high PR and relevancy.
