    If you use the same exact keywords in your anchor text too often (usually 60% or more) then Google will actually penalize your site, which is the opposite of what you want.

    Anchor text must be identical to content keywords?

    No, you may use different Anchor text for same page as per it's suitability. but that text must be related to your page.


    Does google search by anchor text or keywords, or both?

    Yes, Google use both, Keywords as well as Anchor text. But mind well, if you are working on Anchor text building, then use just single link with best anchor text per page. Because google it self ignore other links which refer to same page.


    Can we use as anchor text brand names to our low competition keywords?

    Yes, it's good choice to fight at that place where strength of enemies are very low. anchor text must be identical to content keywords?


    What is best relation between anchor text ant keywords?

    Your Anchor text is just work like Keyword for it's referral page. If your page is about "Watch Selling", then use link with "Buy Best Watches online".
