    Google penalty is a general term that refers to a negative impact on a website's search ranking based on updates to Google search algorithms. The penalty can be an unfortunate by-product, or an intentional penalization of various black hat SEO techniques.

    Google can ban your site from it's search engine or simply demote it so that it doesn't appear as high in the search engine results (for any and all or specific keywords). Either penalty could be devastating, especially if you were counting on search engine traffic.

    Google penalty means Google penalize those sites which are not using white hat method of SEO, they are involved in black hat method of SEO....... and Google doesn't do individually.. it has some updates like Panda, Penguin, page rank.. your site would get penalized when any update happens.

    All the answer here a sufficient. I'd like to many time google penalty derive spam linking. For example, high OBL blog comments, trackbacks, and such.

    Try to get contextual links from various avenues (blog networks, article directories, guest posting) as these are proven as effective back linking sources for positive serp movement.
