SEO for interior pages

How do you handle the situation of static pages on an HTML based site? You need to get these pages found by Google, but you can't link to every single page in your menu.

In this situation, you could have broad category links (in the link menu) which link to catch all pages where other page links/posts are listed.

Ideally, you will receive internal link popularity from both the home page and the category pages if you link correctly.

This would also help Google find your interior pages? What are your thoughts?

SEO for internal pages is not much different from SEO for a site. The difference is instead of giving homepage url, give internal page url.
