    Dunno about 3 months. Is google doing a pr update in 3 months?

    Just build high quality backlinks from PR 4+ sites. This should get you to PR 3.

    Depends on what is your niche and what keywords you are targeting and the competition of those keywords, whether they are less competitive, average competition or highly competitive keywords, the content of the website, the on page of the website all these factors will contribute for a site to get PR 3 in 3 months.
