How do you target China English visitors?

How do you target Chinese visitors to your website if your website is in English? I know they block just about everything (Google, Facebook (I think), Skype, etc) but I'd like to harness the traffic from the billions in China that do speak English.

Any ideas? ..

I understand your point because I know some movie producers here who are also targeting the Chinese audience. Their sheer number is a strong magnet for businesses. My take on getting the attention of the Chinese is to make your advertisements relevant to them. For example, my niche is about pets so maybe I could start with an advertisement containing Chinese dog breeds like the big Chowchow or the small Chihuahua. Anything that is Chinese would surely appeal to any Chinese. Just my thoughts.
