It's not just for blog commenting. It can be used for many things. It's an all-in-one swiss army knife for webmasters.

It can even play chess.

I am not well versed with Scrapebox but I guess you can use it for creating backlinks in the black hat way which can endanger your site with Google. For creating social bookmarks I guess you can just do it the manual way which is the safest and you can also have the option to choose very well the site where you will post the backlinks. Using tools for SEO work is not advisable if you are not good at it.
