I think it depends where your tier 1 links are coming from. If they are coming from big domains like web 2.0's then you might be ok with something like Scrapebox or GSA...However, if your tier 1 links are coming from a network of domains you own personally then I think you should do it manually and use GSA/Scrapebox..etc on your Tier 2 links.
