Now first Level works like this

Now As you saw the sellers who got 11 or 12 likes and got level 3 its because they completed the required below
Some of the buyers Just buy and never come again to leave comment but after 5 days seoclerk mark the order as complete but the seller doesnt get any like as the buyer has never reviewed on the order .
So many sellers have many sales but not received that much reviews that is why you only see likes of the buyers reviewed .
Now when comes to the ones who have 300 or more ratings but still on level 1 they are actually got infracted somehow by doing something wrong .Seoclerk has a very strict management for scams and frauds so if the seller gets reported by a buyer and Seo Admin gave the seller infraction so the seller will be demoted to level 1 for specific period of time until infraction expires . Till then seller will be on level 1 no matter how much rating he has if he gets infracted then he will automatically be demoted to level 1 .
Now for you question on how you can increase your level . As far as my experience Just sell something unique and try to get positive reviews also keep your response time good and do promotions of your services . And to check your status just go to user levels in the bottom of your homepage and check your status .
