Like if i find any level 3 buyer or any buyer, can i send my service link to him?
If yes, any limitation?

You can send it to a potential buyer but don't spam everybody with your service link.

Yes,you can send your link to any buyers that you think your services will be relevant to what he or she likes.But don't spam.

Aside that, you can also shorten your link using any of the shortening link website services since the seoclerks links will be very long. this will also make them look neat and tidy.
