Only a few ideas. You need to promote your affiliate link as much and possible and in the right places (social networks, blogs, forums). You can make a splash page, banner, even a simple website and promote them. Marketing is the key!
Don't expect to get results over the night.

Promote your affiliate link and when a visitor come to the SEOCLERKS site through the your link and sign up an account by the help your affiliate link. Now he/she is your affiliate.

Nothing is easy, especially when it is about getting sales / money.
No idea for what program is your affiliate link, but the way you have to promote it for getting sales / refferals is the same.

There is no service which will help you to buy affiliate.

You can start a affiliate blog and then

do proper SEO on it
try to rank it on Google
offer promotional coupons
promote it on SEO forums
share it on social media sites
advertise it on facebook and google

Within 2-3 month you will definitely see affiliates on your account.
Yeahhhhh its lot of work but you will love it when you see that extra income in your account.
