    Because at the begining you have no PR ,or in the happy case just PR0, you need to get a few backlinks, but very carefully because your webpage or website can be sandboxed by Google, or even it can be flaged as SPAM! Usually for my new websites I start by building backlinks on next strategy:

    a) I share my website on Top 10 social networks (I have OLD and HUGE social accounts on Twitter, Facebook, LinkedIn, MySpace, Pinterest, StumbleUpon, Delicious, etc) and I get reactions (for example likes and shares). By the way, if you are interested I have a gig for that;

    b) I create landing pages on: Facebook, Twitter, Pinterest, and LinkedIn (pages/accounts/boards/groups), then I share these landing pages on my social accounts; A good idea is to get tire2 social backlinks (via likes and shares from your subscribers/funs/friends/contacts);

    c) I create and publish a short video on YouTube (with link to my website in video's description), then I share the clip to my social accounts;

    d) I wait next Google PR update to get PR1, and then I start to get backlinks from blog posts/articles (not from commenting), and then to build massive tire2 backlinks to them!

    Its not so hard you can easily get PR1 in google by following simple steps.

    1. Your home page should be W3 validated.
    2. must need a minimum 100 back links
    3. need a EDu link
    4.It should have content with in the page which is page meta keywords and description.

    I understand that a page rank of 1 means your site is very important to the SEO of Google and probably it also ranks high in other search engines. But unfortunately the page rank is not being used by Google anymore so the ranking of the site regarding the search list is taken from some other factors that is mostly from the algorithm. My take on getting a high ranking in search engines is to do SEO work continuously.

    just give your website 10-15 high quality backlinks with pr between 2-4 and be sure that you will have pr 1.
