Hi mate, can you be a bit more clear about what it is you're asking for? You can hire a freelancer here for most things or you can create a WTB requesting it and if anyone has those skills they can bid on it for you. Otherwise can you explain a little more about what it is you're trying to find? I would assume that hiring an LMS developer is just the same as hiring any other in that in terms of portfolio, you would want to hire someone that has all the right credentials, experience and skills. Your question is quite wide open so let us know a little more about what it is you're actually looking for so we can better help you otherwise you can find a freelancer or create a want to buy for it on here.

What do you need done? I'd ask each freelancer you intend on hiring those questions and see what their response is. For example, what is a Learning Management System? See if they copy/paste back an answer to you or write their own description.

Don't just read a freelancer's service description and accept it as fact on face value. In the online freelancing world, anyone can claim to do anything or be anything and so you'll want the freelancer to prove their knowledge before beginning the project. This can be best done by obtaining/contacting their job or client references if available, looking at the developer's job portfolio including past finished projects and possibly having that freelancer work on a sample project on a trial basis. You're adding a person to your team, even if just via freelancing and they will need to be able to integrate into your project and further your goals.

All of the above holds true when hiring any freelancer.

Dealing with a freelancer involves a certain amount of trust as the communication and delivery of the work is basically carried out online. So first of all you need to make sure that you look at the reputation of the freelancers you are finding. This can be ascertained from reviews and recommendations that you might be able to find about him/her, and if you are going to use SeoClerks you have the advantage of seeing his rating as a seller and his level from the profile page. You can then communicate with him/her to see if there is any way that you can arrange a trial run or for you to at least see any of his past work.
