I want to take down a youtube video (Video Remoal). It is Not in my account. You Any technique to remove this video. This video is harassing a person.

We already have wrote several mails to Google for the video as it is defaming a person but they are not responding on any of the request. I hope you can help us out in taking down that video.
Only reason I asked that was that I wanted to help a family who was unfairly targeted. Someone posted an anonymous video based on an event. The allegations were false but the video remained there. Youtube would not remove it and even more they would not respond.
Basically in this video they are showing an initial news upon him and you know how news channels initially shows up initial news.
