Outsourcing VPN servers and user accounts

We are outsourcing our low-end cheap VPN products. If you have your own vpn servers and have spare resource to rent, please bid.
Price is per user per month. Once a customer pays us, you will get 1US$ at once for that month.
If the customer subscribes yearly plan, then we will also pay you the yearly rent in one time. Here is an example. When we give 30% discount to yearly subscriber, we will pay you in one time (1$ x 12) x (1-30%) = 8.4$ per this subscriber (tagged price of this job).
As we are responsible for the marketing and sales lead, I think it is a fair deal to both of us.

Requirements

  1. VPN protocols: PPTP, L2TP/IPsec only.
  2. At least 10 VPN servers in different locations such as US, UK, EU, Asia etc.
  3. Radius client implemented.
  4. NRPE server is running on the VPN servers and can allow us to monitor those relevant services.
  5. 99% up time is expected but no guarantee is needed. However, if our customers leave us, we will sadly leave you as well.
