Draw image on photoshop of a tattoo

I would like the tattoo image from the guys torso of Kali Maa drawn via Photoshop. I have attached image of the male model Stephen James tattoo (more can be found on google) and a drawing of Kali Maa. I would like the image of the tattoo recreated, the other image to be used as a guide if required, but want final image to resemble the tattoo image.

Requirements

Recreate the tattoo image on photoshop.
Must meet following:

  1. Black and white illustration/drawing via Photoshop or other illustration program.
  2. CMYK color
  3. 16"x12"
  4. Landscape or portrait
  5. Minimum 300 ppi
  6. Image/illustration must include the tattoo design in the Centre and sides can be filled with other design
  7. File to be in PSD or other high res format
