Need 2500 GEO targetted traffic that can be tracked via GA

I have used some geo traffic services already on this site.

But i am outsourcing for clients who needs to see unique traffic (2500) on his google analytics stats.

At present we use goo.gl but the clients GA stats dont match the goo.gl stats

So we need to see 2500 page views delivered on the GA stats that is the important issue.
