    lets say a person was promoted to level 2 or 3 ... then will he stay on that level or more forever or are there any conditions in which he may be brought down from that level ?????

    Yes it is possible, I found that a couple of my answers were deleted so I had to answer some other questions in order to attain the higher level again.
