How can I withdraw my 8 dolars?

I can not withdraw my 8 dolars becouse you must to have at least 15 dolars or more so you could withdraw. Why ? I dont understan that policy....really. It should be that I can withdraw how much I want.

Is there any way so I could withdraw that 8 dolars ?
