There is a delay in money withdrawal?

here i am again with delay in money withdrawal via paypal. last time it took a few hours before the transaction was processed and i was told that the amount was big but now i have ordered for a small amount withdrawal and its been 5 minutes but it is still under processing. why they call it instant when its not instant
