    When you say free that means you don’t have the intention to spend. And with that situation, you have to exert your utmost effort in promoting your fan page. Since it is inside Facebook, it is logical that the followers you can get are Facebook users only. You can promote your fan page on your timeline and hope that your friends will cooperate and give you assistance by going to your fan page and clicking the like. But my best best is to post a good item on your fan page so your Facebook friends will be interested.
