    For increasing your PR, it only matters how high PR those backlinks have and how high OBL count.

    I experiment a bit and i get better result with link exchange
    If i exchange link with few high PR site my site PR get increase
    But WEB 2 , Wiki , Forum Profile backlinks increase low PR of my site and i have to make thousend of backlinks from those site. and it take lot of time Which Is Better For SEO And PR ?

    PR means page ranks SEO depended on PR.
    If you have good page rank that's means your wesite seo is good
