    I can't say exactly why, but my guess is that SEOClerks are looking for high-quality sellers which are active.

    The Requirements for Level 2 isn't that hard to reach if you're serious about making money this way. And of course, if you provide good services which attracts people, you'll reach Level 2 in no time.

    as i think Because when consider LEVEL 1 SELLER he is very new to the site, so site  admin allow time to adjust seller to deliver high quality service,

    These are the rules of seo. 
    As you are new on the seo at first level you have to prove them that you can provide better service on their site and in return they will level you up and provide you better service too !

    I think the sit administrative authority make a good plane for Level 1 user  to stay with this site and be active to sell more service .
