From what I understand with press release, it is the announcement of something important like an upcoming movie. The activity involves invited media people so they will write stories about the press release. Obviously, a press release like that will be needing a big budget. The spreading of the link will depend on the media people who covered the event of the press release. But there are also simple press release where the article is sent to media people and in this time of blogging, bloggers are also considered media people. Again, a press release whether there is an activity or just sending out the article means budget.
