if you are in need of any service and you are not finding any provider to get that service. then you can create an wtb mentioned your need briefly and give your Desired price that you are willing to pay for your service and time. then you will get many provider with offering there price but not more then you are willing to pay. then you can chose the better one.

Thats all about WTB.
