Yes, you can only bump a service every 30 minutes now. If you can not bump your service, perhaps you may have been restricted from using that feature - unsure, anyhow contact support if problem persist:

no bumping service are totally free
for bumping you have to use some social network for share seoclerk services
you can bump your service every day and your all service
but you have to wait 30 min for every service bump
