If you have a connection with a high ranking government personnel who has access to dot gov sites, you can easily acquire dot gov backlink. You can also get dot gov backlink by posting a comment on gov websites (provided commenting is allowed), however, in most cases, the comments generate nofollow links.

I have a question on this backlink from government websites. Over here, some government websites allow comments or inquiries on their sites. If I would post an inquiry and I would slyly include my website’s link in my post then is it accepted as a legitimate backlink? I haven’t seen one yet but I guess it can be done especially in the website of government institutions but still belong to the dot gov group.
