Yeah, they can, it depends on how you program the Bots, it's not really the bots that are doing that on their own will, it's what they where program to do. And i think they may be a software out there in the software market, but prepare to pay through your nose, because those types of bots are very rare, and very hard to make. It requires much brain power.

I don't think bots will create quality content by spinning the article. What bots normally do use synonyms and change voice. These changes reduce readability score. There is no better solution to human rewriting.
