Why does my signup job keep getting rejected?

I'm trying to create a job to pay people to sign up for my Robinhood referral link. I specified that it needs to be a real signup, and it has to be from the US, hence I'm creating a job rather than buying the signup services on SEOclerks. For some reason, after it's pending review, it keeps going away. Why?

Because of its kind of spaming. Why is it spamming?
When your job post is live, people going your referral, But they are not getting any benefit here.
