I think a blog will create more money because you can drive traffic by publishing new contents. A static website might reach a saturation point and never earn traffic. having said that if the static website is an ecommerce site, it might do better than a blog because a blog has limited option for making money.

I wonder why you are comparing a blog with a static website in terms of earnings. Anyway, a blog when properly promoted can earn money if it is enrolled in Adsense. The traffic it gets can equate to the revenue sharing program of Adsense. And a frequent uploading of articles can increase the ranking in the search engine’s index that it can also get more traffic. A static website is also static in terms of income because even if you continuously promote it, the reader will not come back since there is nothing new to read.
