OnPage Seo is the most important without it you cant do really good off page seo . So you need stron onpage seo and then you can do offpage seo

actually these are different process
OnPage Seo have its different value
Incoming links have its own value.
1st you should complete your OnPage Seo where you work your title,meta tag,keywords,Url addresses,favicon,sitemap etc. when you will done your OnPage Seo then come to other side where your incoming links come from different websites.

I work for a small non profit and we are trying to gain ranks in search engines. From the SEO firms we shopped around some tell me that the page just needs optimization and some maintenance and one firm tells me that the page is optimized enough and what I really need is a lot of incoming links to gain ranks.

What is the best route to take? What is the mos effective way?

In this year of surprise (yes most of the marketer like to call 2017) you should really think seriously before doing anything and yes a Strong ONPAGE seo along with great value content are two biggest things that you can't overlook anymore apart from this Building links have its own value, However you must keep your eyes on these parameters before start building links.

1: Never go for brutal
2: Links must me from relevant and authority source ( after the missing the PR Mox and majestic are two greatest factor to consider the quality of any links)
3: Great content comes from the authority source will be the ultimate game changer ( Guest post will be the solution)
4: Tired links, too many people consider its as dead but I still get huge value from a strongly tiered link building.

Content rich site+ ethical On page SEO + Laser Targeted links = Ready to see the google Jump
