    Well, it all depends how you see it.. It might be illegal because it involves fake accunts (if they are not real legit people).

    I have a friend in Facebook whose posts get at least 500 likes. I am wondering if that is real but I think those likes are fake because she is the only one getting that big number of likes. Based on my observation all my friends are lucky to get 100 likes on their posts. Anyway, if you will buy Facebook likes, be sure that the “liker” can be identified and should be legitimate with its account. Likes from bots are not desired.
