Google will penalize you only if google find any duplicate content or grammatical or spelling error about your website article or any illegal business from your website like selling link. If you publish duplicate content than you will be automatically penalize from Google. Every second there are crore+ crawlers are crawling the world webs.

I have used blogroll feature only on one blog. Therefore, I don't know whether it is beneficial or not. I believe having a blogroll feature will help you promote your other site. It is better to share related blogs on the blogroll. For instance, on my mental health website, I have listed my other websites on health niche.

I don't think having a blog roll no matter how huge. I think it more about copying content that Google can really penalised, because their bots are very sensitive any such site would be heavily penalised by Google. So I don't think it really bother on blog roll.
