We cont check those websitses which banned by google. As of my knowledge google bann websites if it is illegal site

Google is world's no. 1 search engine. As the Internet Marketing Revolution many tried to heck their system by creating backlinks through blackhat methods. So, many site get penalized.

But I really don't think they are having any list of blocked site. Even they have they have never published it to the public. So if you are worried about it, My suggestion is to create quality content for your site so people would like to link their site to yours.
