What is Image partial load error?

Why Image partial load error occur? How to avoid it? Should I have to submit scan documents?

It's a badly formatted image just make sure it's in a readable format before uploading the image to a website

This problem may be related to what I experienced the other day. I had 3 images that were produced from the negative of a film. The format is in jpg which is universal. When I created a video using Adobe Premiere, I was able to upload the first image but the 2 images wouldn’t load. The second image creates an error message that it is locked or is corrupted while the third image just hangs like it has difficulty in uploading. I wonder what causes that problem.
