I see a lot of sales on youtube views but my main question is.

Which one to buy for better results and which one to buy for better-looking while building myself?

I mean it really depends on what you're targeting. Do you have a Vevo video on youtube? Then get that service lol. If you don't, then get something that will help you out the most.

I'm not a huge YouTuber so I can't give you a huge a ton of help in this section, but your question has been unanswered for a bit so I thought I would try to help as much as I can.

As for finding the right seller, be sure to find someone that has a good amount of positive reviews and gives a guarantee. Sometimes the guarantee will be little to nothing, but something is better than no guarantee at all, right?

I see, would my video with VEVO be better rated than a regular video with purchased views or VEVO/NON VEVO doesn't matter as long as your video ranks well with guaranteed views that will not drop?

Pardon me for this comment but when it comes to buying views or likes or followers I guess we should have learned a neat lesson by now. Those type of services are banned in this site due to the countless of complaints lodged by the buyers who saw the numbers to vanish after paying the seller of service. Worse, Facebook is now doing a crack down and this site is even accused of harboring those sellers of fake likes and followers.
