Paypal payment problem category feature

Whenever I try to buy category feature using PayPal , I keep getting this error. Why is this ?

It probably means that the PayPal service in your country is down or under maintenance, you should talk to PayPal support, this happened to me twice when dealing with PayPal, its service usually goes back to normal in a couple of days.
