If you mean speed in displaying the entire web page, it’s probably included in the evaluation of the search engine. When a web page displays so slow that it takes a long time to display in full then the user may exit. And even if the user remains, his time is consumed by the slow display. With that inefficient design I guess it is only right for the search engine to include that in the list of factors that affect the inclusion of the website in the search list.
