If you are doing local SEO, then local top domains are best, but if you are doing it world wide, .com is the best

There is nothing such as bets TLD. When it comes to receive traffic, rank high in search engine, then content matters, not the domain name. You should of course have a good domain name, however, you can use any extension you want. Actually, it is not good idea to only consider a dot com, which is the oldest TLD.
Consider this. You have two word domain name, but you cannot find it on dot com. What do you do now? Do you compromise your name and buy a dot com or you don't compromise the name and you settle for another extension? The later is the better option. After all extension does not matter.
