Hello friends!
I am thinking about starting a new forum as a traffic source for my website. This forum will not be attached to my existing website but will be an exclusive entity. I will post a banner on it which will display on all the pages of the forum linking to my money website.
Will Google recognize this as a paid link? I am very skeptical about everything since a Romanian guy screwed 2 of my websites.

With a forum I think people might be use to banner ads on there from the start, so you could probably put a banner on there before you have traffic and still get the same percentage of conversions compared to if you put it on there in 3 months.
Doing this is actually a great way to promote your own products. I've actually done this with plenty of my own websites. I'll set up free services for people in my niche, and for each free service I'll have it on it's own domain and IP. Since it's a free service, just like a forum, people flocked to it and used it daily. I just so happened to have my banners on the free service websites which help with my off page optimization as well as bring in direct sales :D
To this day I still get loads of traffic from these free services and I haven't done any SEO on those websites in maybe 10 months lol :D
Like Mike said, don't put them all on the same server because they will get linked together and you could get knocked for that. Try your hardest to keep your forum and other websites separate so you get the benefit of the banner in two ways. Since you only have the one website and forum, you can easily put them on separate hosting companies and everything will be set up independently. You won't have to worry about getting put on the same servers since you'll be going through two different companies :)
Another trick you can do, if you want, is to build the traffic on your forum for 3+ months and then slap a banner on there. This way you'll get people to be more willing to sign up since your ads aren't plastered on there. Also, and if however, your new forum had the same IP address as your money site does, or was using the same nameservers or the same webhost and same whois details for it then Google might be able to see that and after a while work out that it's self-promotion.
That's why if you have many satellite sites, or run a PBN of any size, you should use different sites that have different IP's, locations, hosts, whois details etc, use different themes and platforms etc, as much as you possibly can. And make sure that any that do have the same details as your money site, isn't linking to your money site.
However, even if you did do that it doesn't necessarily mean it will incur a penalty either. Many big brands do this with their smaller sister sites that use the same IP or nameservers etc and only enjoy the benefits that brings of more traffic which only makes the main site stronger in time anyway.
So provided you know this, then yes, absolutely it can be a safe practice to do and in fact, most big money sites have a forum of some kind. Whether it's hosted on the main site as /forum or a sub domain. Most do use their own site for their forum though as it's built into the site itself and easier to maintain maybe, but the way you're thinking of doing it has benefits to it as well like the ranking benefits.
But most big sites also have banner ads on other sites as well. You are allowed to buy advertising of course. But there's a blurry line to what's an advertisement/banner link and what's a paid banner/link.
As for your bad experience I'm sorry to hear about that! But no site is ever 100% permanently screwed! There is always usually a way to reverse engineer what someone has done. It sounds like they just built too many links too fast or something? Do you have a penalty message in your Webmaster Tools? If so you know the reason why and can collect all the links and add to disavow tool and submit a reconsideration request in Webmaster Tools.
