    Why find owner. Directly go with webhosting. And launch the complain in DMCA , if webhosting ignore it or take the help of Law.

    If you look into WHOIS you can easily find the owner of the domain including the registrant's email ID. If you want to make a complaint because he is violating your copyrights you can file a DMCA or write to the host about the website that violates your copyright. You can also ask the publisher to take down the content.
