How is it that some videos are taken down on Youtube, some aren't?

On Youtube, there are some clear copyright violations such as with music videos and even full length movies. And, yet these videos stay up, while others are taken down. Why is it that Youtube only chooses to penalize some channel owners for copyright violations but not others?

Youtube only deletes reported videos, sometimes even without looking at the video for content violations. That's why some copyright infringement videos stay up and others don't. Also, same reason for why some legitimate videos get deleted as Youtube doesn't really take time to look at the videos being reported.

When it comes to violations, it is like saying that some criminals are in jail while some are still scot free. Those penalized are only those caught. How can you penalize a Youtube channel if the violation is not determined? With the copyright infringement, what I know is that Youtube will flag the video but not suspend the channel. We have some videos that used music with copyright and those videos were tagged with that and it couldn’t be played in some countries like Germany.
