Cross promoting other people's Twitter accounts

Is it possible to form a joint venture with other users on Twitter to offer a cross promotion, such as where you mention their tweets or retweet regularly and they do the same for you? Has this idea worked for you?

I have never done it but I would think that it would be a nice plan for someone who wants to cross promote.

You should be careful not to cross promote too much as it could be seen as spam, even if they are reciprocating the gesture.
