Do link only Tweets constitute spam

Often, I've seen tweets which are just mostly links, such as a link to a site or page. And, many of the tweets on the same account are only links or just a few words with link. Is this allowable on Twitter?

I would think that it would be better to have a few words with it. It must be allowed if anyone can do it though. I mean it is for promotion after all.

Making sure that the content you write with the link is valuable will help a lot.
