There are several possibilities
1. exact matching of domain
2. well optimized meta tags
3. high quality keyword targeted external backlinks
4. seach traffic density

As I had posted in another discussion, the content is the backbone of the website which makes it the most important element regarding SEO capability. But regarding the question how a site can get a good ranking when there is no content to speak of, perhaps it is the sudden effect of off-page SEO. When you promote your site relentlessly and religiously on other sites then there is the tendency to get traffic even if it is only temporary.
