My understanding of the off-page optimization is the promotion of your site on another site. For example you will post on a forum and the signature of your profile contains the link of your site. When someone clicks on your signature there is a tendency that he will see your site’s link and may also click on it. That is a backlink. When you post on many sites then you are building your backlinks already.
