I guess it is on a case to case basis because the speed of the loading depends on the internet speed that you are using. When the host of the server is quick then the loading of the web page is fast while when the host is slow then the page loading is slow by logic. In other words, you cannot determine the actual average speed of the site because of the factors that are to be taken into consideration.

In my opinion a site should load between 3-6 seconds for optimization. Longer loading time would mean lesser views because a lot of people wouldn't wait a long time for a site to load. In such cases i just leave the site and just find another site which loads quicker.
